Well its a scam of course. Any email you receive from someone you don't know telling you you have money coming to you is a scam! Especially when they immediately start asking for your personal information. I mean, you'd think, if you were supposedly getting money, they'd at least know your name???? Oh no wait, they are just going to give it to a random person!

I think that you did not read the text from the link that was provided http://www.telegraph.co.uk/news/news...nd-family.html , where it clearly states:

This is coming from several sources- mine was identified as Carolyn Johnson@Fortis Institute.com and reply was update10@live.com. No initial info was requested but I suspect a followup for the requested information. The names change but the game is the same.

If you have received this email then you are one of the lucky recipients and all you have to do is get back to us with your NAME,ADDRESS and CONTACT NUMBER so that we can send your details to the payout courier. I received the following email today from if72800@zhot.net supposedly from Dave Dawes. I figured it was a scam so I used Google to search the name and found that I was right from this site (Fraudwatchers). I usually just delete and block these types of emails and will do so with this one right after posting this. I never believe emails I receive claiming I have won something, and this time is no exception, but decided to check it out.

Source e-dress is "<cso@vcom.net.vn>". Also show reply address as "(ddcharityfoundation@live.com)". As I am not a family member, either this is the same scam or I've been adopted and don't know it! Will assume the prior. Funny thing of note, if this is a current mailing, Dave is all wrong on the US$ to UK pound exchange rate. Shame on him.

I wholeheartedly agree.  
It is sometimes hard to believe that people still fall for obvious scams like this one. It has taken up various forms over time, but the scammers keep discrediting themselves by quoting these news articles.
Last month we also published a similar example on our site. It is really amazing to see how long these 419 scammers have been using this scam 'template'.
