The security of paypal payments reaches only as far as whether or not the recipient of the funds (i.e. the seller) still has funds in their paypal account. If they do, then providing you are quick enough with your claim for refund, they can do this for you by deducting those funds from the recipient's account.
If, however, as most scammer cases indicate, they empty out the paypal account as soon as they receive any payments (in other words, transfer the funds into their alternative fund store) and leave their paypal account with a zero balance, then paypal can do nothing for you since they have nothing to work with. Ergo, your payment is lost forever.
The only real secure payments are Credit Card (most, if not all, credit card companies offer a 90-day claw back period where you can claim for a refund if goods or services have not been supplied) and/or Electronic Bank Transfer through an International Payment System transfer (you would have roughly 3-5 working days in which to reverse such a transfer, providing the transfer was effected to a valid bank account).
Escrow can be used, but again on the strict proviso that a reputable escrow agency is used (www.escrow.com
for example) and one that is regulated and registered within your own country.
Any other payment methods can be best described as "hopeful", but certainly not "secure".
