Dear Sir/Madam,

I am a member of the Contract Award and Monitoring Committee in Federal Republic of Ghana. Sometime ago, my committee awarded a contract to a foreign Firm in Ministry of Works and Housing. This Contract was over invoiced to the tune of US$21,320,000.00 (Twenty One Million, three Hundred and Twenty thousand United States Dollars). This was done deliberately. The Over invoicing was a deal by my Committee to benefit from the project.

Subsequently, we now want to transfer this money which is in a suspense account with the Federal Ministry of Works and Housing to any Oversea Account which we expect you to provide for us.

SHARE: For providing an Account where we shall remit the funds into, you will be entitled to 25% of the Money, 70% will be for me and my partners while 5% has been mapped out from the sum to cover any expenses that might be incurred by us during the course of this transfer, both local and international expenses.

To commence this transaction, we would require the following:
1. Your Company Name, Address, Tel and Fax numbers.
2. Your Bank Account details and address where the money will be remitted.

The above information would be used to make Formal application as a matter of procedure for the release of the money and onward transfer to your Bank Account. It does not matter whether or not your Company does Contract of this nature, the assumption is that your Company won the Major Contract and subcontracted it out to other Companies. More often than not, big Trading Companies or Firm win Major Contracts and sub contracts to more specialized firms for execution.

We have strong reliable connections and contacts at the Bank of Ghana as well as the Federal Ministry of Finance and we have no doubt that the money will be released and transferred if we get the necessary foreign partner to assist us in this deal. Therefore, when the business is successfully concluded, we shall withdraw all documents used from all the concerned government ministries through our same connections making the transaction 100% secured.

We are Civil servants and we will not want to miss this opportunity. We want this money to be transferred to an oversea Account you will be providing for us, before the present Democratic Government starts auditing all the Federal Owned Ministries.

Please contact me immediately through my e-mail whether or not you are interested in this deal. If you are not, it will enable me scout for another foreign partner to carry out this deal. But where you are interested, send the required aforementioned information to me via e-mail as time is of the essence in this business.
